Cuomo attends meeting on his 'tax-free' NY plan

Gov. Andrew Cuomo. - File

ALBANY - It was not exactly a neutral audience. A meeting of state and private university leaders and regional economic councils would see their organizations prosper if the Governor's plan to attract business by establishing tax-free zones gets put in place.

"We know that businesses are attracted to low tax environments like plants are attracted to light," Governor Andrew Cuomo said. "It is that simple."

But if the plan to eliminate business, property, even income taxes for owners and workers in the special zones gets approved, then there would be less money to spend on state government or the rest of us would pay more, or both.

RPI to collaborate with Mount Sinai

TROY - If a unique collaboration between RPI and the Icahn School of Medicine at Mount Sinai Hospital in New York City takes off as envisioned, it will bring new business to the Capital Region.

The collaboration was announced Wednesday, both at RPI and at Mount Sinai.

The goal is to develop new medical testing devices and treatments, and create spin off businesses doing that work.

“We expect this agreement to result in radical innovations in health care,” said RPI President Dr. Shirley Ann Jackson.

Taking the engineering expertise at RPI and marrying it to the medical know how at Mount Sinai's Icahn School of Medicine, the two schools envision a great synergy in a wide range of health arenas -- including genetics, neuroscience and orthopedics.

Survey faults State's business climate

ALBANY - One of the commercials that New York State has been running in parts of the country is voiced by actor Robert De Niro, spreading the message that New York is a great place to do business.

"Today there's a new New York State, one that's working to attract businesses and creates jobs," De Niro says in the ad.

But a new survey finds more than 700 chief executive officers disagree. Polled by the website ChiefExecutive.net, CEOs were asked to rate states based on taxation and regulation, quality of workforce and living environment.

NY Capitol renovation project wins national award

ALBANY, N.Y. (AP) - The renovation of New York state's Capitol building is being recognized by a national contractors group as one of the most significant construction projects of 2012.

The Associated General Contractors of America announced Thursday that the Albany project has received the organization's Alliant Build America Award for best building renovation.

Milford, Mass.-based contractor Consigli Construction Co., was one of 17 firms to receive an Alliant award during the association's annual convention this week in Palm Springs, Calif.

After taking office in 2011, Gov. Andrew Cuomo ordered the long-running $75 million project to be streamlined and completed earlier than planned. The major work wrapped up last fall. Consigli was responsible for about $49 million of the project.

AG fines Price Chopper over coupons

ALBANY – State Attorney General Eric Schneiderman announced on Tuesday that Price Chopper has agreed to pay a $100,000 fine for misleading consumers when it came to coupons.

Price Chopper says that despite signing the agreement they are not admitting any intentional wrongdoing.

The agreement follows an investigation into complaints that Price Chopper failed to disclose restrictions on double coupons.  The attorney general’s office says the grocery store chain advertised that it accepted double coupons without explaining a policy to limit them “up to 99 cents.”

“In the current economy, it is more important than ever that consumers be presented with clear information about the terms and conditions of coupons and other sale offers," Schneiderman said in a statement. "Today’s agreement ensures that consumers will be protected from misleading advertising at these stores in the future."
